Enhancing the USNH Human Resources Model

Over the last year, the Enterprise Technology & Services (ET&S) Project Management and Portfolio Improvement Office assisted with the planning, design and implementation of a shared University System of New Hampshire (USNH) Human Resources delivery model while also implementing several strategic technology changes necessary to gain efficiencies and refine business processes.

ET&S was part of a cross-functional team sourced from all USNH campuses that included staff from Human Resources (HR), Payroll, and Finance (former BSCs). This team restructured HR to develop consistent business processes to replace departmental and campus-specific models.

The first phase of the USNH Enhanced Human Resources Model (EHRM) rolled out in July 2021 with the creation of a new HR Shared Services Team. Beginning with a pilot at the University of New Hampshire and support of limited workflows from Plymouth State University, these enhanced HR services will eventually be introduced system-wide.

The restructuring also maintains on-campus HR support in conjunction with the Shared Services teams to consult on strategic initiatives, professional development and employee relations.
