G. Academic Program Planning and Review

1.   Purpose. This policy is intended to meet the requirements of the Board of Trustees' policy on academic program planning and review (BOT II.G) and to enable the institutions of the University System to establish appropriate processes for the planning, addition, alteration, deletion, and periodic review of all
types of academic programs in order to effectively meet the public higher educational needs of the 
citizens of New Hampshire.

2.   Institutional Processes

2.1   Each institution shall have an effective process of academic program planning. At a minimum, said process shall provide for the establishment and maintenance of a written five-year academic program plan. Said plan shall be reviewed and updated at least annually.

2.2   Each institution shall have effective processes for developing, reviewing, and assessing proposals to add, alter, or delete academic programs of all types.

2.3   Each institution shall have an effective process for the periodic review of each of its academic
programs. At a minimum, said process shall provide for a review of each program at least every 10 years.

3.   System Academic Planning Council

3.1   There shall be a system-level committee known as the System Academic Planning Council.

3.2   The System Academic Planning Council shall have five members who shall be the Vice Presidents for Academic Affairs, or equivalent officer, of the four institutions and the Chancellor. The Chancellor shall serve as chair of the council and shall make arrangements for the administrative support necessary for the council's work.

3.3   The council shall report and make recommendations to the Administrative Board.

3.4   The duties of the council shall be:

3.4.1   Annual review of each institution's long-range academic program plan. The council shall forward said plans, with comment where appropriate, to the Administrative Board.

3.4.2   Periodic review and assessment of each institution's processes for developing, reviewing, and assessing proposals to add, alter, or delete academic programs. The council shall review each institution's processes as often as appropriate, but not less than once every year, and shall report its findings to the Administrative Board. The council shall determine the means by which said reviews shall be conducted.

3.4.3   Annual review of each institution's report of academic program reviews. The council shall forward said reports, with comment where appropriate, to the Administrative Board.

3.4.4   Receipt and review of proposals to add, delete, or change the name of degree programs (i.e., degrees and majors). Said proposals shall be forwarded, with comment where appropriate, to the Administrative Board.

3.4.5   Maintenance and appropriate dissemination of a system-level academic program inventory.

3.4.6   Development and promulgation of the written procedures necessary to enable the 
council to carry out its duties in an effective and efficient manner.

4.   Academic Program Change Approvals. The president of an institution shall have the final authority to approve any academic program change other than the addition, deletion, or name change of a degree program. All proposals to change the name of a degree program shall require the approval of the institution's president and the Administrative Board with the advice of the System Academic Planning Council. All proposals to add or delete a degree program shall require the approval of the institution's president, the Administrative Board with the advice of the System Academic Planning Council, and the Board of Trustees as set forth in BOT II.G.4.

5.   Reports

5.1   In mid-May of each year, the System Academic Planning Council shall forward to the Administrative Board the current system academic program inventory provided for in subsection USY II.G.3.4.5.

5.2   In late-May of each year, the Administrative Board shall forward to the Programs and Services Committee the current system academic program inventory provided for in subsection USY II.G.3.4.5.

5.3   On or before September 1 of each year each institution shall forward to the System Academic Planning Council its updated five-year academic plan and a report on its academic program review processes, including the details of any reviews conducted since the time of the last report.

5.4   In the fall of each year the System Academic Planning Council shall forward to the Administrative Board the institutional academic program plans, the reports of the council's reviews of the institutional academic program proposal review and approval processes, and the institutional reports of program review processes and results as provided for in subsection USY II.G.3.4.1, 3.4.2, and 3.4.3.

5.5   In the fall of each year the Administrative Board shall forward to the Programs and Services Committee the plans and reports described in the preceding subsection with comment where appropriate.
