A. Planning
1. State Delegation of Authority
1.1 State law (RSA 187-A:16) delegates to the Board of Trustees "management and control of all the property and affairs of the University System of New Hampshire" and its institutions. State law prescribes procedures by which the Board of Trustees requests and secures State funding and borrowing authorization for the acquisition of real property and the construction, renovation, and repair of all facilities.
2. Trustee Delegation of Authority
2.1 The Board of Trustees delegates the (Bylaws, Article II, Section 2a) responsibility for the coordination of all long-range planning through the University System to the Financial Affairs Committee the responsibility for reviews and recommendations to the Board for the approval, adoption, or revision of long-range plans, including an approved USNH Capital Projects Plan (six year) and an approved USNH Long-range Technology Plan.
2.2 The Board of Trustees delegates to the Financial Affairs Committee (Bylaws, Article II, Section 2d) oversight of fiscal policies for long-range planning and budgeting, and review and approval of financial plans for the development and implementation of specific projects appearing on the USNH Capital Projects Plan (six year), the USNH Capital Projects Schedule (two year), and the Long-range Technology Plan.
2.3 The Board of Trustees delegates to the Chancellor responsibility for:
2.3.1 Assuring that current and long-range facilities and technology planning is carried on by each institution and that all plans (and revisions thereto) are submitted to the Financial Affairs Committee, when approved by the Chancellor, for scheduled review and action. Financial Affairs Committee review will include an opportunity for the presidents to describe and discuss the facilities plan for each respective campus.
2.3.2 Assuring that a current, comprehensive, and well-coordinated USNH Capital Projects Plan (six year) incorporating the Trustee-approved real property development and maintenance plans of each University System institution is updated biennially and presented for Board of Trustees' approval. This Plan will, as a minimum, identify and describe System and Campus Facilities Plan capital projects, priorities, and financing requirements for the succeeding six-year period.
2.3.3 Assuring that a current, comprehensive, and well-coordinated USNH Capital Projects Schedule (two year) is annually updated and presented for the necessary approvals. This schedule will identify major construction and repair and renovation projects with approved plans and funding sources which are set to begin within the succeeding two-year period.
2.3.4 Assuring that all recommendations, proposals, and funding requests for the acquisition, construction, renovation, and maintenance of real property conform to and are consistent with the current USNH Capital Projects Plan (six year), the USNH Capital Projects Schedule (two year), and each institution's Campus Facilities plan. This responsibility includes preparation of the biennial capital budget request to the state.
2.3.5 Assuring that a current, comprehensive and well-coordinated USNH Long-range Technology Plan is annually updated and presented for Trustee approval.
2.4 The Board of Trustees, delegates to the Chancellor, who in turn delegates to the President/Chief Executive Officer of each University System institution, responsibility for:
2.4.1 Assuring that the institution develops and maintains a comprehensive Campus Master Plan which will guide the institution's physical development for 20 or more years. The plan will address all aspects of the institution, including physical plant, real estate, changes in academic programs, and administrative structure.
2.4.2 Assuring that the institution develops and maintains a comprehensive Campus Facilities Planthat incorporates Trustee-approved planning for the institution's needs, including academic program, student service, research, public service and administrative support. The campus plan will, as a minimum, identify the institution's Trustee-approved facility projects and priorities for the succeeding six-year period.
2.4.3 Assuring that the institution's Campus Facilities Plan makes provision for the ongoing maintenance, repair, and renovation of all existing campus facilities, as well as the need for new or replacement construction. The Plan shall note any property the Trustees have approved for future acquisition or disposal.
3. General Policy on Campus Master Planning
3.1 Each University System institution, in its current Campus Master Plan, will set forth the boundaries of all the institution's real property holdings (including all leased real property) and the locations of streets, sidewalks, utility and service lines, buildings, athletic and recreational fields, etc. Real property owned by an institution but which is neither in the general vicinity of a campus nor directly used in an educational program shall be listed and described in the supplemental inventory section of the plan. Campus Master Plans will, as a minimum, indicate the approved or proposed development of any facilities or major renovation of existing facilities for which the campus foresees need during the succeeding 20 or more years.
4. General Policy on Campus Facilities Planning
4.1 The Campus Facilities Plan includes a description of the needs, purpose, program, uses, and estimated costs of each proposed development or substantial renovation for the succeeding six-year period. The Plan indicates the priority assigned to each project by the campus.
4.2 The Campus Facilities plan indicates the proposed location of future facilities for which need is anticipated within the next six years and includes provision for any required expansion of current property holdings (including leased property).
5. General Policy on USNH Capital Projects Planning
5.1 The Chancellor develops and maintains the USNH Capital Projects Plan (six year) that incorporates all Trustee-approved capital facilities projects, property development and maintenance improvement projects on each Campus Facilities Plan for the succeeding six-year period. The USNH Capital Projects Plan shall be the approved reference document used by the University System and the Board of Trustees in the preparation and presentation of its request to the State for appropriations or bonding approval for capital construction and in responding to inquiries regarding long-range capital outlay planning within the System.
5.2 The Chancellor also develops and maintains the USNH Capital Projects Schedule (two year) that details the major construction and repair and renovation projects which have an approved plan and funding source. The schedule will include all approved projects which are set to begin within the succeeding two-year period.
5.3 The Chancellor shall present to the Board a report of the past year's capital project activities along with the USNH audited financial report.
5.4 The Chancellor shall present to the Board a specific schedule of capital projects for the coming fiscal year at the same time the annual USNH operating budgets are being developed and approved.
6. General Policy on USNH Management Information System and Computer Acquisition Planning
6.1 The Chancellor develops and maintains the USNH Long-range Technology Plan that incorporates all Trustee-approved acquisitions of computer software and hardware for the succeeding three-to-five year period.
