G. Academic Program Planning and Review
1. The Chancellor and Presidents shall establish effective processes for academic program planning, addition, alteration, deletion and review at the system and at each of the component institutions.
2. The processes for academic program planning and review shall take account of the relevant differences among the various types of academic programs (e.g., degree and non-degree, etc.) and shall enable the institutions to effectively meet the public higher educational needs of the citizens of New Hampshire.
3. The Chancellor, in consultation with the Administrative Board, shall promulgate such policies as may be necessary to accomplish the requirements of this policy. At a minimum, such system policies shall:
3.1 Require each institution to establish and maintain a long-range academic plan
3.2 Require each institution to establish and maintain effective processes for the addition, alteration, deletion, and periodic review of all types of academic programs
3.3 Establish appropriate standards for the establishment, maintenance, and implementation of the required processes
3.4 Establish a system-level mechanism for the periodic review and assessment of institutional performance against the standards established in the policies
3.5 Establish a system-level mechanism for the maintenance of an academic program inventory
4. The Chancellor shall include all Administrative Board-approved proposals to add or delete degree programs (i.e., degrees and majors) on the consent agenda for a meeting of the Programs and Services Committee. If the Programs and Services Committee takes no action on the proposal, the program shall be deemed approved. If, at the meeting of the Programs and Services committee, one member of the Committee requests removal of the proposal from the consent agenda, the Committee shall consider the proposal and either return the proposal to the Administrative board for further consideration or recommend approval to the full Board of Trustees. If the Committee votes to recommend approval of the proposal, the proposal shall be placed on the consent agenda for a meeting of the Board. If the Board takes no action on the proposal, the proposal shall be deemed approved. If, at the meeting of the full Board, one member of the Board requests removal of the proposal from the consent agenda, the Board may take any further action it deems appropriate.
5. The Chancellor shall present an annual report to the Programs and Services Committee which, at a minimum, shall:
5.1 Transmit the institutions' long-range academic plans
5.2 Describe the results of the periodic reviews required by subsection 3.4, above
5.3 Convey the current system-wide academic program inventory, and
5.4 Detail the changes made to the academic programs since the last report
