C. Joint Policy USNH Board of Trustees and New Hampshire Department of Postsecondary Technical Education Board of Governors

1.   Charge

1.1   The University System of New Hampshire and the State of New Hampshire Department of Postsecondary Technical Education offer two year postsecondary educational programs and are empowered by the New Hampshire General Court to grant associate degrees. Both organizations recognize and seek to be responsive to the need for expanding these types of educational opportunities for all residents of the state.

2.   Policy

2.1   It is the policy of the University System of New Hampshire Board of Trustees and the New Hampshire Department of Postsecondary Technical Education Board of Governors to avoid unnecessary duplication of one system's mission by the other and to promote articulation and collaboration between the systems. To this end both governing boards shall establish a committee made up of senior academic administrators from each system. This committee shall be known as the Joint Management Committee (JMC).

2.2   Committee Structure and Membership. The Joint Management Committee shall consist of eight members. Four shall be appointed by the Commissioner of the Department of Postsecondary Technical Education and four by the Chancellor of the University System of New Hampshire. Appointments are for renewable three-year terms. Appointments shall be made annually on or about July 1 of each year as appointed terms expire.

3.   Committee Function/Guidelines

3.1   The Joint Management Committee will function using the following minimum guidelines:

3.1.1   The Joint Management Committee will meet a minimum of three times in any academic year. Special meetings may be called at the request of either delegation.

3.1.2   All associate degree programs, including career options and degree authorizations, will come before the JMC prior to their submission to the appropriate governing board for final approval.

3.1.2.1   Programs, which are liberal arts and sciences, are the responsibility of the University System

3.1.2.2   Programs, which are occupational, vocational, and technical in nature, are the responsibility of the PSTE system except those now offered at the Thompson School and other USNH institutions

3.1.2.3   Those programs which are not consistent with 3.1.2.1 and 3.1.2.2 and may be a mixture of liberal and occupational/vocational/technical studies must be approved by the Joint Management Committee.

3.1.2.4   Programs of study not in conflict with the other system's mission and programs scheduled for translocation shall be brought to the Joint Management Committee for information only.

4.   JMC Decisions

4.1   Decisions made by the Joint Management Committee, whether positive or negative, will be reported to the governing boards. Majority votes of the Joint Management Committee will not be reconsidered at this level. In cases when agreement cannot be reached, those disagreements will be referred to the Chancellor of the University System of New Hampshire and the Commissioner of Department of Postsecondary Technical Education for resolution. Should they not reach a resolution, the matter will be referred to an ad hoc committee of board members appointed by the chairpersons of each board for review.

5.   Agenda Items Information

5.1   Supporting materials for any Joint Management Committee proposal agenda item must be forwarded to the members of the Joint Management Committee no later than 20 working days prior to the next meeting. Letters of intent must be submitted at least one meeting prior to the presentation of any completed program proposal.

6.   Course Review

6.1   The Joint Management Committee does not review course content although substantive change in a program's structure of goals should be brought to the attention of the Joint Management Committee prior to the implementation of the proposed change.

7.   Program Change

7.1   Substantive change in an academic program is defined as:

7.1.1   Degree change

7.1.2   Change in program objectives

8.   Institutional Integrity

8.1   Prompt response to requests from business, industry or service agencies for service is important to maintain institutional integrity. Requests from business, industry and service agencies for degree programs that fall within an institution's purview may be implemented and reported at the next Joint Management Committee meeting.

9.   JMC Forum

9.1   The Joint Management Committee shall serve as a forum for the discussion of articulation and collaboration between the systems.

10.   Selection of Officers

10.1   The Joint Management Committee shall appoint a chairperson and secretary, rotated annually, with one officer from each system.

11.   Procedures

11.1   Procedures governing the implementation of this policy will be the responsibility of the Joint Management Committee and shall be consistent with the policy.
